A letter from Dr. Suzanne Jones, MD CM Director of Professional Services

Dear community,

I would like to clear up a misunderstanding regarding contagiousness/ infectiousness of this new corona virus.

Our current understanding is that people are infectious just before and during the time that they have symptoms like cough, sore throat, fever and or shortness of breath. This is our current understanding of its behavior.

To clear up the misunderstanding surrounding the 14 day self-isolation vs the 24-48 hours period of contagion, the issue is the difference between incubation period and contagious period:

INCUBATION PERIOD: Yes, we self-isolate or quarantine for 14 days as that is our best evidence guess on how long it takes for someone to develop symptoms from coronaviruses in general

(See CDC FAQ: For COVID-19, the period of quarantine is 14 days from the last date of exposure, because 14 days is the longest incubation period seen for similar coronaviruses. Someone who has been released from COVID-19 quarantine is not considered a risk for spreading the virus to others because they have not developed illness during the incubation period)

CONTAGIOUS PERIOD: 24-28 hours before they develop symptoms to when symptoms resolve and test negative

In this particular case, immediately after informing us of a positive result from this non-community healthcare worker, we contacted various experts including Public Health personnel. We reviewed time lines of travel, time of exposure, a 36 hour stay in New York City, dates of return and the development of symptoms.

This healthcare worker took all the appropriate measures when a spouse started having symptoms. This individual did not take any risks. The time line from exposure in New York City to the development of her symptoms, very mild by the way, and self-isolation resulted in NO RISK to employees nor community members.

During the analysis, the Public Health Authorities as well Infectious Disease experts at the MUHC presented us a “worst case scenario”. Some other known viruses do shed 24 to 48 hours before symptoms. Remember this is a brand new virus and we still do not know it well. Even with this “worst case scenario”, the time lines demonstrate that she was not in any way contagious on the day she worked in the clinic. They, a world-renowned department of Infectious diseases reassured us repeatedly, because we too were worried, there was absolutely no indication to do contact tracing.

This individual acted appropriately at the appropriate time and kept the community safe of any potential exposure both within and outside KMHC walls.

I have to commend her for quick action and keeping us all safe. From one of our physicians “Perfectly done by our physician, partner and hospital.”

Due to these events, we are reviewing our manners of practice regarding staff and indications to self-isolate.

I want to reassure the community that we are working tirelessly both in front and behind the scenes to keep you the community safe and as well informed as possible.

As this pandemic evolves, we will be continually changing and adjusting our manners of practice and messages to the community. There is no looking back because what was the right decision yesterday may no longer apply tomorrow. We all have to stay in the present and look to the future. We have no choice in the matter.

On a final note, we do have a choice in following all the decisions and recommendations made by the Kahnawake COVID-19 Pandemic Task Force. My greatest worry is that many community members have or are returning after travelling outside Quebec since March 12 and are not choosing to self-isolate. I see this as one of the biggest threats because many more community members will be needlessly exposed to the Pandemic virus the COVID-19. The consequence is loss of Elders, Mohawk speakers and traditional healers.

Practice good respiratory etiquette; wash your hands, stay at home and no gathering.

Immunosuppressed Explained

With all the terminology mentioned in the various bulletins and news articles over the past days, some may be wondering what the term Immunosuppressed means. The following will hopefully clear some confusion up.

  • People on anti-rejection medications, such as:
    • Prograf
    • Cellcept
    • Imuran
  • People on medication for overactive immune systems, like:
    • Remicade
    • Humira
  • Children born with an immunodeficiency

If you are unsure if you are immunosuppressed, you are encouraged to check with your physician.

COVID-19 Task Force issues important NOTICE regarding Restaurants, Social Clubs, Fitness Centers, etc

The Kahnawà:ke COVID-19 Task Force would like to advise the community on important directives taken today.

The Task Force has directed the following:

  • All restaurants operating on the Territory are directed to close their dining rooms effective immediately, though pick-up and delivery will be permitted
  • All Alcoholic Beverages Control Board permit holders are to close immediately
  • All social clubs are to cease operating
  • All organizations under the Executive Directors Committee are directed to instruct employees age 70 and older, or those who have immunity-suppressed systems, that they must NOT come to work under any circumstances.

These directives are effective immediately, and until further notice.

The Task Force wishes to acknowledge that several of the organizations or businesses affected had already taken measures to address the COVID-19 pandemic, and all were cooperative and understood that the decisions being made are for the health and safety of all Kahnawa’kehró:non.

KMHC Launches COVID-19 Website

For immediate release.
(Kahnawake – 16, Enniskó:wa/March 2020) The Kateri Memorial Hospital Centre wishes to advise the community that it has launched a website to provide scientifically accurate and up-to-date information regarding the COVID-19 pandemic.

The site can be accessed at www.covid-19.kmhc.ca.

The site will be updated on an ongoing basis to ensure Kahnawa’kehró:non are properly informed to ensure the health and safety of the entire community.

Out-patient Care Updates

(Kahnawake – 16, Enniskó:wa/March 2020) The Kateri Memorial Hospital Centre (KMHC) wishes to
inform the community that as part of the precautionary measures against COVID-19, KMHC must cancel
certain non-urgent appointments and procedures.

As a result:
– It is possible that you may be called in the next few days to cancel your appointment
– If you have not been contacted to cancel your appointment, it will be maintained
– If you consider your appointment to be non-urgent and can be canceled, please call to cancel do not come
to the hospital.

A new procedure for blood labs will be by appointment only. You will no longer be allowed to come to
KMHC without first having called to schedule your appointment for your blood or lab. You will need to
contact 450-638-3930 ext. 2304 to receive your time slot. Once you have received an appointment, present
yourself to the security desk for screening. KMHC asks that you strictly adhere to your appointment time,
do not arrive early or late.

For the Well Baby Clinic, KMHC asks that only one parent and the baby, for whom the vaccination is for,
attend the appointment.

Effective immediately, all dental appointments are canceled until further notice. All foot care appointments
are canceled until further notice.

Effective immediately, all Dr. Lyne Simon’s optometry appointments are canceled until further notice.

KMHC thanks you greatly for your patience and understanding during this situation.

MCK officially activates COVID-19 Emergency Operations Center

The Mohawk Council of Kahnawà:ke wishes to advise the community that Chief & Council has officially approved the activation of the Emergency Operations Office, known as the COVID-19 Task Force (“The Task Force”), at today’s duly-convened Council meeting.

The Mohawk Council Executive Directive was passed by consensus by the eleven Council members present (five in person, six via teleconference due to being in self-isolation protocol).

The Task Force has been given the full and necessary authority to mitigate all impacts of the COVID-19 pandemic on the community, in accordance with section 14 of the Kahnawà:ke Emergency Preparedness Law, and in conjunction with the Kateri Memorial Hospital Centre.

“The Mohawk Council of Kahnawà:ke is taking seriously its responsibility as a governing body to take all measures to secure the health and safety of all Kahnawa’kehró:non,” said Grand Chief Joseph Tokwiro Norton.”

This mandate is effective immediately, will remain in place for 30 days, and is subject to extension, if necessary.

Closed to Visitors Until Further Notice

The Kahnawà:ke COVID-19 Task Force has implemented new measures to further protect our Elders from contracting the COVID -19 virus. Effective immediately, the following are closed to visitors:

– Kateri Memorial Hospital Centre In-Patient Care (long-term and short term),
– Turtle Bay Elder’s Lodge
– Assisted Living Services

Also, all Day Center activities are suspended until further notice.

Exceptions will be made for palliative care reasons. Please contact the KMHC nursing station to make arrangements. For further information, call KMHC at 450-638-3930 or KSCS at 450-632-6880

COVID-19 Health Alert

The Kahnawà;ke COVID-19 Pandemic Task Force would like to advise the community on important matters regarding the current Pandemic.

The Task Force is strongly advising persons in the following groups to strictly limit their contact with the general public:

·         Persons age 70 and over;
·         Persons of any age with chronic medical conditions; and
·         Persons with weakened immune systems

It is advised that these persons stay home and not go out in public in order to limit the risk of exposure to COVID-19 as much as possible. If you have family members who are in these categories, please ensure that this important information is passed on to them. Make no assumptions that everyone is receiving this important information.

Additionally, when family members are visiting persons in the above groups, please avoid all direct contact. This includes actions as simple as hugs or handshakes. These measures are in place for their safety, as elders are at the greatest risk from COVID-19.

Finally, do not visit if you have been outside the province of Québec in the past 14 days.

Your cooperation is essential and greatly appreciated.

Update – Ironworkers, travelers returning to Kahnawake requested to self-isolate

The Mohawk Council of Kahnawà:ke (MCK) wishes to advise Kahnawa’kehró:non that, due to protective measures taken by the community to minimize the risk of transmitting the COVID-19 virus, those who are returning from traveling out of the province are recommended to self-isolate for 14 days if they return home to Kahnawà:ke.

Travelers, such as ironworkers and vacationers, are advised to avoid contact with children and the elderly to minimize the risks of spreading the virus.

Please note, spouses, and family living in the same home of those travelers, do not have to self-isolate if they haven’t traveled outside of the province of Quebec.
